Members of the Control Yuan, Louis R. Chao, Shen-yi Lee, Yi-kung Ma, and the Secretary General Shan-liang Tu left for Portugal from November 17 to 29, 2002, to attend the El VII Congreso Annual de la Federación Iberoamericana de Ombudsman (FIO). This was the third time the Control Yuan, as an observer, to participate the congress. Chao, Lee, Ma and Tu not only exchanged opinions and ideas regarding ombudsman systems with other participants, but also further strengthened the relationship with them, which made this trip a fruitful one. After the congress, they inspected Taipei Economic and Cultural Center, Lisbon, Portugal; Bureau de Geneve, Delegation Culturelle et Economique de Taipei; Permanent Mission of the Separate Customs Territory of Taiwan, Pnghu, Kinmen and Matsu to the World Trade Organization; Delegation Culturelle et Economique de Taipei, Berne, Suisse; Bureau de Representation de Taipei en France; and the Mediator of the Republic in France.
