Participants of the 2015 NAO International Exchange Program Visit the Control Yuan

Around 20 Latin American participants of the 2015 International Exchange Program held by the National Audit Office (NAO) visited the Control Yuan (CY) on the morning of April 30, 2015. The guests joined a discussion with CY Member Dr. Jane Y.W. Chiang and Deputy Secretary-General Mr. Hsu Hai-chuan and toured a special exhibition “Century of Elegance, Eternal Vigilance,” which celebrates the Centennial of the Control Yuan Building.
CY Member Dr. Jane Chiang, who is also the Chairperson of CY’s International Affairs Committee, extended her welcome remarks in Spanish, and briefly introduced the ROC supervision system within five-power constitutional framework. Dr. Chiang also noted that the CY President Dr. Chang Po-ya is the first female head of the five branches of the government, and that women make up the majority of the current CY membership, setting a new record for gender equality political participation in Taiwan. Dr. Chiang also hoped that the two sides would continue to cooperate closely to mutually improve supervision and human rights protection.
The visitors asked many questions during the discussion, including how the control and auditing powers work together, how the power of censure is exercised, and the types and verification of complaints. Dr. Chiang also introduced some investigation cases she had participated in to improve understanding of the CY’s work. Dr. Chiang also exchanged e-mails with the participants to maintain contact in the future.
Apart from the discussion, the participants toured the special exhibition called “Century of Elegance, Eternal Vigilance,” which presents the significance of the CY performance as well as the architectural beauty of the centennial office building. The guests were also led to the Plenary Meeting Hall and the Complaint Receipt Center to learn more about the daily work of CY members.
The program aims to encourage auditing exchanges and is held biennially by the NAO and the Ministry of Foreign Affairs. The two-week program aims to increase understanding of Taiwan’s auditing work and through visits to governmental and cultural sites.
The guests were accompanied by the Deputy Auditor-General Mr. Wu Kuo-ying and stayed at the CY for about 90 minutes on the day of their visit.
