President of Supreme Court of Auditors of Honduras Visits Control Yuan for Exchanges and Experience Sharing

President of the Supreme Court of Auditors of Honduras José Juan Pineda Varela and his wife visited the Control Yuan on the morning of Aug. 28 at the invitation of the National Audit Office. They were accompanied by Auditor General Lin Ching-Long. During their visit, they met with CY President Chang Po-Ya, Vice President Sun Ta-Chuan, Secretary General Fu Meng-Jung, and CY Member Jane Y.W. Chiang, engaging in a friendly exchange of views on the supervision and auditing systems of the ROC and Honduras. President Chang gave a brief introduction of the functions and powers of the Control Yuan, explaining that its responsibilities include supervising government to ensure good governance and the protection of human rights. It also cooperates with the National Audit Office in reviewing and examining government expenditures, working together to meet the various challenges in modern times and continuously striving toward excellence. For his part, President Pineda said he is very impressed by the comprehensiveness of the Control Yuan’s powers and functions and its important role in ensuring the checks and balances of power and governance. He also highly praised the well-designed systems for handling of citizens’ complaints, protection of human rights, and audit of government accounts. Mr. Pineda noted that the powers of Honduras’ Supreme Court of Auditors and National Human Rights Commission, whose functions are similar to those of the CY, are spread unevenly and therefore not exercised efficiently. Noting that the Control Yuan can serve as a model for Latin American nations in working to develop more effective supervision systems, he cordially invited CY President Chang to visit Honduras to share the Control Yuan’s successful experience and promote closer bilateral ombudsmanship exchanges. The honored guests from Honduras were also given a guided tour of the Control Yuan building, including the Exhibition Area, Complaint Receipt Center and Plenary Meeting Hall, to learn more about its functions and processes. President Pineda voiced much interest in the procedures for receiving and handling citizens’ complaints and expressed the hope for more information sharing and exchanges between Honduras and the Control Yuan looking ahead. According to the Constitution of the Republic of Honduras, the Supreme Court of Auditors is made up of three judges, who serve seven year terms, with them rotating as president of the court for one-year terms. Previous heads of the Supreme Court of Auditors have visited the Control Yuan, including Mr. Jorge Bográn Rivera and Mr. Miguel Mejia. This most recent visit by President Pineda and his wife demonstrates the solid friendship between the two institutions.
