Latin American Participants of the 2013 National Development Superior Course Visit the Control Yuan

A delegation of 26 high-ranking military officers from seven countries in Central and South America visited the Control Yuan (CY) on the afternoon of October 8, 2013. The visitors met with CY President Wang Chien-shien and member and chairperson of the International Affairs Committee, Dr. Louis Chao, for discussions.
President Wang extended a warm welcome to the delegation and thanked the course organizer, National Defense University, for arranging the visit to the CY. He also briefly explained the CY functions and powers to the guests. Dr. Chao noted in his welcome remarks that in November, he would lead a CY delegation to visit the Dominican Republic, which is the only Latin American country he has not yet visited, after attending the 18th conference of Iberoamerican Federation of Ombudsman (FIO) held in Puerto Rico. Dr. Chao expressed hope that he could meet again with the Dominican participants in their home country.
During the discussion, the participants raised questions regarding the practice of control powers, including the scope of the CY’s powers, internal control mechanisms, and the differentiation between control and judicial powers.
At the end of the visit, General Luis Ramiro Landaverry Martinez of Guatemala, speaking on behalf of the delegation, thanked the CY for its hospitality.
Also attending the meeting were CY Secretary General Chen Feng-yi and Deputy Secretary General Hsu Hai-chuan.
