Control Yuan President Wang Chien-shien and Dr. Louis Chao, member and chairperson of the international affairs committee, accompanied by Deputy Secretary-General Hsu Hai-Chuan, met on the afternoon of October 17 with a delegation of 26 high-ranking military officers and their spouses from Central and South America. The officers, who came to Taiwan to participate in a training course organized by the Ministry of National Defense, were briefed on the functions and powers of the Control Yuan during the meeting. In President Wang’s opening remarks, he first welcomed the participants to visit Taiwan and the Control Yuan. He mentioned that he had been to several Latin American countries and felt impressed by the cultures and poetic scenery. He also encouraged the participants to make the best use of this chance and tour more during the stay in Taiwan. Dr. Louis Chao then introduced the unique constitutional design of ROC, which separated supervision power from the legislative one. The Control Yuan was thus entitled to the powers of impeachment, censure and corrective measures. Chao also noted that a Control Yuan delegation led by him is about to leave for Costa Rica next week and attend Iberoamerican Federation of Ombudsman (FIO) Conference. They will also visit Nicaragua and Salvador during this trip, aiming to further strengthen the friendship with Latin America counterparts. The delegates posed many questions about the practical work of the Control Yuan, including the channels for citizens to lodge complaints, the legal criteria for becoming a Control Yuan member, the types of sanctions against the public functionaries, and so on. At the end of the meeting, General Raul Vergara Meneses from Chile thanked, on behalf of the delegation, the Control Yuan for its warm reception and praised Taiwan’s democracy and the relentless efforts made by the Control Yuan on government supervision work and human rights protection.
