President of Control Yuan, Wang Chien-Shien meets Chief Auditor and Vice Chief Auditor of Ecuador

The President of the Control Yuan, Wang Chien-Shien, met Carlos Polit, Chief Auditor, and Pablo Celi de la Torre, Vice Chief Auditor of Ecuador in the morning of 8th October 2010, both enthusiastically exchanged views and opinions.
President Wang passionately recommended Ecuador’s Chief Auditor and Vice Chief Auditor’s to visit the Taipei’s International Flora Expo. They not only appreciated the beauty of the Flora Expo, but also enjoyed wonderful sightseeing of Taiwan on the way. Chief Auditor, Carlos Polit, is currently working as the Chairman of OLACFS, the highest auditing organization in Central and South America, and he is also a member of INTOSAI, the highest auditing organization of the UN. He said that he is most impressed by the friendly passion and human feelings of the Taiwanese people, and he will stand up and speak for Taiwan in the future.
On 10th December, 2008, Ecuador put the control and auditing rights under it’s governmental authority. Thus, the control and auditing authority can impeach not only government officials but also the leaders of private institutes and organizations that implement public authority which are now also included within the scope of the jurisdiction. In addition, judicial requests for files and records must now have the consent of the control and auditing authority, which is quite different from the jurisdiction of the Control Yuan. The visit of the Ecuadorian Chief Auditor and Vice Chief Auditor to Taiwan marks the conclusion of the “Cooperation Agreement Approval Memorandum between Ecuadorian Directorate General of Auditing and Auditing Department of ROC.” The two countries will promote their mutual relationship of goodwill and have more exchanges between their mutual systems in the future.
At the end, President Wang shared a story with the two guests. The story told of an American philosopher who said that though he could complete a task meant to be done in 12 months, in just 11 months, he could not complete a 13-month task in just 12 months. Having learned the story, Chief Auditor Carlos Polit expressed with humor that he believed once the Directorate General of Auditing of Ecuador has concluded the cooperation approval memorandum with the Auditing Department of the ROC, the tasks need to be completed in 12 months can definitely be done in 11 months.
