Human Rights Protection Work

Today, human rights are a universal value. In order to realize the protection of our nation’s human rights and align them with international standards, the Legislative Yuan, firstly on March 31, 2009, passed the “International Covenant on Economic, Social, and Cultural Rights” and the “International Covenant on Civil and Political Rights” (referred to below as “the two covenants”) and passed the law for implementation of the two covenants. Secondly, on May 20 of the same year, “Convention on the Elimination of All Forms of Discrimination against Women” (CEDAW) was passed through three readings in the Legislative Yuan, and is going to be enforced starting from January 1, 2012. Current and future work on improving human rights has become essential for all levels of government organizations.

According to its independent powers granted by the five-power system, the Control Yuan, which supervises all the levels of government, is by nature tasked with the mission of protecting human rights. Among the people’s petitions and actual investigations handled, most of them are related to human rights. In order to enhance the supervisory power’s function of protecting human rights, the Control Yuan in March 2000, according to law, established the Human Rights Protection Committee, cooperatively improving domestic human rights. Aside from strengthening connections and interactions with domestic human rights organizations, the Control Yuan actively participates in international human rights activities and propagates the concept of human rights.In view of the new development of human rights at home, the members of the Control Yuan will adhere to the standards listed by the two covenants and CEDAW when exercising powers to inspect whether the conduct or policy of government organizations of all levels are unlawful.
